SWEATFREE PROCUREMENT ADVISORY GROUP
Minutes of November 19, 2009 Meeting
MEMBERS PRESENT: Alicia Culver, Sarah Leiber Church, Julie Fisher, Galen Leung, Marily Mondejar, Jason Oringer, and Monique Zmuda.
MEMBERS EXCUSED: Chris Honigsberg, Conrad MacKerron, and Riddhi Mehta,

CALL TO ORDER AND ROLL CALL
The meeting was called to order at approximately 1:19 p.m.
1. ADOPTION OF AGENDA
Action Item: A motion was made to approve agenda. The motion was passed unanimously.
2. PUBLIC COMMENTS FOR ITEMS NOT ON THE AGENDA
Julie Fisher, new Advisory Group member appointed by the Board of Supervisors (Public) introduced herself to the Advisory Group who works in textiles/rugs sales downtown and resides in San Francisco.
Carmen Herrera gave a brief report regarding OLSE meeting with labor/government representatives from China who visited City Hall. The Chinese representatives informed OLSE that the two largest products manufactured in China are apparel/garments and shoes.
3. APPROVAL OF MINUTES
Action Item: A motion was made to approve the minutes of October 15, 2009. The motion was passed unanimously.
4. STATUS OF LEGISLATION TO ADD TEXTILES TO THE SWEATFREE CONTRACTING ORDINANCE
The Advisory Group discussed and reviewed the draft legislation to add textiles to the Sweatfree Contracting Ordinance.
Member Monique Zmuda and Galen Leung stated that Purchasing agrees with the draft legislation to add textiles to the Sweatfree Contracting Ordinance.
Action Item: Member Sarah Leiber Church made a motion to recommend the draft legislation to add textiles to the Sweatfree Contracting Ordinance. The motion was passed unanimously.
Supervisor David Campos has asked to meet with OLSE, Purchasing and a designated member of the Advisory Group regarding the recommended legislation to the Sweatfree Contracting Ordinance. The Advisory Group designated Chair Alicia Culver to attend the meeting.
(Distributed copies of draft legislation and the Advisory Group’s letter to Purchasing recommending textiles to be added to the Ordinance.)
5. STATUS OF CONTRACTS
Galen Leung provided an update on the status of Inmate Clothing Contract which is currently being re-evaluated.
Muni Uniform and Parking and Traffic Uniform contracts will be the next contracts that will be bid. At the next meeting, Galen Leung will provide a report on the status of uniform contracts.
The Advisory Group asked if goggles, rubber gloves and non-cut and sew items are under the Sweatfree Contracting Ordinance. Galen Leung informed the Advisory Group that these items such as goggles, vinyl/rubber gloves, and non-cut and sew items are currently not covered under the Sweatfree Contracting Ordinance.
6. DISCUSSION REGARDING ANNUAL REPORT AND FUTURE PLANS OF THE ADVISORY GROUP
Discussion regarding the annual report and future plans was postponed to the next Advisory Group meeting on December 17, 2009.
Chair Alicia Culver asked the Advisory Group members to bring recommendations and ideas for the annual report and future plans for the next meeting.
7. UPDATE ON THE SWEATFREE PURCHASING CONSORTIUM
Carmen Herrera and Galen Leung gave a brief report on the Sweatfree Purchasing Consortium meeting-video conference in Washington, D.C. on November 5, 2009. At the meeting there was discussion regarding proposed by-laws, database, cooperative sweatfree apparel contract, monitoring and future plans of the consortium.
Carmen Herrera reported to the Advisory Group that San Francisco-OLSE joined the Sweatfree Purchasing Consortium. Currently, there are eight government entities who joined the consortium which are Ashland, Austin, Milwaukee, Portland, San Francisco, State of Pennsylvania, State of Maine, and New York State.
In addition, Member Sarah Leiber Church reported on the National Sweatfree Summit in Washington, D.C. which followed the Sweatfree Purchasing Consortium meeting. She reported that there was discussion regarding advocacy for sweatfree labor standards in federal government purchases.
8. AGENDA ITEMS FOR FUTURE MEETINGS
The next Advisory Group meeting will be on December 17, 2009 at 2:00 p.m. in City Hall, Room 421.
The Advisory Group will calendar meeting dates for 2010 and will continue discussion on some items on this agenda at the next meeting.
